About the library
The Horizons Library is intended to preserve a clear and accessible record of the project's development. Each publication is assigned a reference number, edition or version, publication date and format so that readers can identify the document they are using.
New editions may be released as practice develops, evidence grows and governance arrangements mature. Earlier editions may remain available where they provide a useful record of the project's development.
